Use puppy pads to encourage toileting in one area when he’s alone like this (house train him religiously when you are home) and place tarpaulin underneath the pen to protect your floors and for easy cleaning. But if you consider all the above and decide to place him outside, personally I don’t see anything wrong with it.

Be sure that when your dog’s chained, he can’t climb over a fence or fall down stairs or over a steep embankment.
